Customs house agent (CHA)
Also called: Customs broker, CHA
A licensed agent who files customs declarations and clears goods through customs for importers and exporters.
In India, customs brokers are licensed under the Customs Brokers Licensing Regulations, 2018, and are still widely called CHAs. They file the bill of entry or shipping bill, answer customs queries and arrange examination and release.
They depend on consistent, current documents from the shipper and forwarder.
Where it goes wrong
The CHA often works from an older packing list or invoice than the forwarder, and the mismatch becomes a customs query.
